PROJECT STABILIZATION AGREEMENT (PSA)
 
BACKGROUND:
On June 16, 2015, the Board of Trustees authorized the negotiation of a Project Stabilization Agreement for Measure L funded construction projects. Following negotiations with the Santa Clara and San Benito Building and Construction Trades, an agreement was reached and ratified by the Board at the November 17, 2015 meeting. The PSA supports the District's goals of achieving construction efficiency and providing employment opportunities to District residents and military veterans.
 
PURPOSE:
The purposes of this Agreement are to promote efficient construction operations on all Measure L Projects, to insure an adequate supply of skilled craftspeople and, in so doing, the parties to this Agreement establish the foundation to promote the public interest, to provide a safe work place, to assure high quality construction and to secure optimum productivity, on-schedule performance and the District's satisfaction.
